"反而" is an adverb used to indicated something has happened contrary to what should have happened. Extra attention should be paid to how "反而" should be used.
Here is a complete structure of the complex sentences in which "反而" is used: the conditions should lead to Result A, but for some reason Result A did not happen, 反而 Result B happened (B is a contrary result to A).
For example, in this sentence, "风停 (the wind stopped)" should be the result of the conditions (the conditions are not mentioned in the sentence), which should have happened but it didn't -- "风(不但)没停". Result B is "(风)更大了", which is opposite to Result A. In this case, "反而" is used before the unexpected result.
Sometimes "不但" is paired with "反而". "不但" can be removed from this sentence and the sentence remains grammatically correct.
