个 (gè) is a measure word for general use, and is used when there is no other specific measure word for the noun. It is also used when the noun is uncountable, or when the exact number is unknown.
For example, 一个人 (yí gè rén) means "one person", and 一些东西 (yì xiē dōngxi) means "some things".

Actually, rén does have its own measure word, wei. It seems like wei might be used as a bit more formal, for example, if the conductor is asking how many people are in a compartment, or if you are telling the hostess at a restaurant how many people are in your party. If I am wrong about that, I hope someone will let me know.
