Hi you are absolutely correct. I believe you are viewing our Heiti stroke animation. We have corrected the animation and it will be available in our future updates. If you go to our website, you will be able to see the animation for this character in Kaiti, a different font. The Kaiti animation correctly shows dian3 (the dot) as the very first stroke of this character.
