口是心非 (kǒu shì xīn fēi) is used to describe someone who says one thing but means another. It is often used to describe someone who is being insincere or hypocritical. For example, someone might say "I'm happy for you" (表示祝贺 bǐao shì zhù hè) but really be jealous (嫉妒 jí dù). In this case, the person is being 口是心非 (kǒu shì xīn fēi).
