个性 vs 性格
1. 个性, if you expand it, is 个体的性质/性格. 个性 emphasizes the individuality, the fact of being difference from anybody or anything else. We can use 个性 on a person as well as a thing, e.g. a product, 产品的个性
2. 性格 is "character, temperament" and it does not emphasize the individuality. 性格 refers to a person or an animal -- whatever or whoever it is, it has to be animate.
