This is a used to connect two cases related to each other, or connecting two aspects of one thing. The predicate is usually a verb of abstract meaning and it can take an object.
Sometimes we can choose to add 另 to the second 一方面 and use 也、还、要, etc. afterwards: “ 一方面…，另一方面也/还/要…”
