1. 温暖 and 暖和 share the same parts of speech: adjective or verb;
2. 暖和 only refers to the temperature of a room, weather, etc. We can also use 暖和 to describe clothes. 温暖 is used in this meaning too, but it is slightly more formal than 暖和.
3. In addition to "warm" as in the temperature, 温暖 is also used in a more abstract sense: "warm" as in having or showing affection, or kindness. Note that 暖和 does not have this meaning.
