1. 打扰 is only a verb. It's used when you disturb someone when the person is in the middle of doing something. 打扰 is short and may not involve troubling the person a lot. For instance, if you stop someone in the street and ask him/her for directions, you use 打扰.

2. 麻烦 can be verb and it can also be a noun and an adjective. When 麻烦 is used as a verb, it involves a deep level. Usually, you trouble others in their spare time and it's usually something more important.
