They are synonyms and are mostly interchangeable when it's used to address a person.
1. When it's used to address a person, please note that 夫人 is slightly more formal than 太太.
2. In certain phrases, only 夫人 is used, e.g. 总统夫人,居里夫人 (refer to examples of 夫人). These phrases are habitually fixed phrases.
