人员 (rényuán) is used formally. It is a formal term used to refer to staff or personnel in a professional context. It is not used in informal contexts. Other words that can be used to refer to staff or personnel in an informal context include 工作人员 (gōngzuò rényuán) and 员工 (yuángōng).

人员 is a collective noun referring to people employed in an organization or engaged in an organized undertaking or activity. The meaning of 人员 overlaps that of 员工. 员工 more specifically refers to people employed. 员工, just like 人员, can be a collective noun referring to a group of people; we can also use 员工 to refer to one person.
Examples:
In these two examples, 人员 is used as a collective noun referring to a group of people engaged in an organized activity. Here it's rather vague whether these people are employed or not.
E.g. 1 团队的人员配置 deployment of the members in a team
E.g. 2 随从人员 retinue, attendants
And in this example, 员工 is used to refer to one person:
E.g. 3 他是一名合格的员工。 r/s [phr] He is qualified as an employee.
In the example below, 员工 is used as a collective noun:
E.g. 4 公司将对员工实行统一管理。 r/s [phr] Company will execute unified management of employees.
