慢慢 is an adjective. It is a reduplicated version of adjective "慢". 慢慢 can be used to describe an action in the past, at present or in the future.
慢点儿 is a phrase composed of adjective 慢 and complement of quantity - "点儿". It is used to decribe an action that is going to happen. Therefore we can use 慢点儿 in a imperative sentence.
慢慢 can appear in an imperative sentence as well, however, the difference is that 慢点儿 can be used alone as a sentence (meaning "Slow down."), but 慢慢 cannot.
