how do i say"have a safe journey my friend?" would it be "an lu tu lang you?

You can say both "祝你一路顺风"（or "一路顺风"） and "祝你一路平安"（or "一路平安"）to your friend.

Attention: if your friend is going to take the plane, you'd better say "祝你一路平安"（or "一路平安"）. "祝你一路顺风"（or "一路顺风"） is not suitable for plane passengers.
