The two parts used after 既 and 也 are two parallel phrases which show the quality or action of the subject. The latter part is a supplement to the previous one. For example:
他既不抽烟也不喝酒（He neither smoke nor drink）。
我们既要追求速度，也要追求质量（We should pursue not only speed but also quality. ）。
